Style Issue With Sections

When a section uses a dark color, some UI elements cannot be seen. For example, a Scroll section with a dark green background renders the percentage complete circle as invisible and the headline without enough contrast. See attached examples. Possible solution would be to allow a "user interface element" color to be assigned to primary and secondary colors.
