Show or Hide Headers and Footers on Hub Page Level

The header and footer are global across all pages in a hub and in the editor, they appear on all pages as if they're unique to each page - but they're not (and there's a tiny bit of text that identifies that but I never saw that until today (see attached). Please make the header and footer sections unique to each page - but only if the user decides the header/footer should be unique for a page. By that I mean - header/footer are global settings and should be set in Appearance (which is global). If the user opts to change the header for a page, it is unique to that page and overrides the global settings - but only for that page.
