Constant Overlay While Videos Play

I'm working on videos that will be content for people to access and learn about technical terms, with a lot of how-to's. Many using this learning hub don't need the entire video and would like to quickly jump ahead to what they're looking for. However, the layover on the top-right of the video is hidden while it plays, it has the chapters and transcription options. It's only visible while the cursor stays on the video. It would make more sense for those top-right options to remain visible. Otherwise, it could be completely missed, and as such, it's not user-friendly. Please update this to have those options visible at all times.
