Choose between Best Quality and Best Performance on the player for viewers

This setting would allow you to choose between prioritizing the best quality possible on all of your videos at the expense of some buffer times, while Best Performance would load the content as fast as possible and function as the player currently does- trying to reach that max quality but without causing a lag spike on the audience's end.
