Allow SRT files to be uploaded whether or not a transcription has been generated.

I upload videos that have both Spanish and English spoken in them. It is painful to have to change the transcription language for the account every time I upload a different video. If I could just upload an SRT file directly this wouldn't be a problem. The issue I have now is that I can't change the transcription language to Spanish (support is aware), I want to upload a Spanish language video, no transcript is created because the account transcription language is stuck on English and I'm blocked from uploading an SRT file.
