Allow Downloads by audience segment

It would be nice to be able to allow each type of download based on audience segments. So for my bronze level members, they can only download transcripts, for silver level, they can download transcripts and audio. For gold and above, they can download transcripts, audio, and video. It would be really cool if you could also limit the number of allowed video downloads per month, but I'd settle for the above!
